This week's Saturday visit to Pravda will consist of its coverage of the suicide bombing at a Russian military hospital near Chechnya that killed at least 33. Like American Middle Eastern policy, and Israeli policy, let's just say that Russian policy toward Chechnya is a highly complex affair where things could be done better, but the unfortunate tactic of suicide bombing seems to be with us to stay as an element of all three.

One could certainly argue that a military hospital near Chechnya is a more "legitimate" target during a "war of liberation" than, say, a theatre full of civilians in Moscow, or some other non-military target. I would actually agree with that premise, though obviously, the infliction of horror upon the dead and injured is, well, a horror. I haven't said too much about Chechnya, in part, because I'm not sure what my saying much about it will do. Russia is a fragile democracy, albeit one led by an ex-KGB strongman, who rose to power largely on the strength of the popularity of willingness to crack down on the Chechens.
Russia has lots of indigenous peoples; if they all sought independence, Russia would be substantially smaller, and the world would have lots and lots of independent little fiefdoms. By analogy, if Louisiana Cajuns or Native Americans in the Southwest decided to revolt to form independent nation-states, I'm sure the United States would be pretty nasty in putting down that revolt (as we were in the 1860's).

So-- what to do? Sadly, the answer is always the same. It is absolutely necessary to "negotiate with terrorists" under these circumstances. Russia is superior militarily to the Chechens, and controls a great deal of Chechnya-- but the rebels know the place better, and a guerrilla and terror war can go on, and on, and on. How? You got me. All I know is that George W. Bush looked into the heart of his good friend Vladimir "Pooty-Poot" Putin and found a man he could work with. That should provide comfort to us all.
