The other shoe has started dropping faster than I would have thought, as a suicide bomber killed at least eight and wounded over a dozen at a bus stop near an army base in the Tel Aviv suburbs; most of the dead and wounded were soldiers. As Israel's government has made clear its intentions to hold to a hard-line against terrorist groups, such as its campaign of strategic assassinations of Hamas members including a recent unsuccessful attempt at Hamas founder and "spiritual leader" Sheikh Yassin, so it seems, have the terror groups made clear their intent not to go out of business.

We' re pretty sure (though not certain) that Saddam Hussein is not sending the families of suicide bombers their stipends anymore. But the terror goes on anyway. All of this comes amidst machinations of Israeli lockdowns of Gaza and the West Bank, continued construction of "the fence", those targeted assassination attempts, and of course, the machinations surrounding the resignation of Abu Mazen as PA PM.

I have only come up with one clever idea lately: trade a settlement pull-out (that would be as in pull-out; not "freeze"; not "limit expansion only to the ever-expanding borders of existing settlements", but just "pull-out"-- commencing with serious pull-outs immediately. (Start with settlements in Gaza; it makes no sense that there are Israelis there anyway). In exchange, the Palestinians hand Yasir Arafat a one-way ticket to anywhere at least 2,000 kilometers from the Palestinian territory and cofiscate his assets (to the extent possible), and let someone else (who isn't controlled by Arafat via remote control) run their show.

My fear had always been that the forces that lead to the status quo are unstoppable: fearful Israelis putting faith for existential security in an ever more hardline government, and Palestinians, seeing the ever more hardline Israeli government, thinking that stepping up the violence is their only hope, doing so. We end up with a self-enforcing loop that leads to more violence on both sides.

The United States, the financial underwriters of Israel these days, have a lot more leverage than we care to admit, or to use. Given, however, that with 14 months to go, we are already in high election season here, I anticipate no major changes in policy on the part of anyone-- Sharon, Arafat, Bush, Hamas or anyone else. And that's too bad for Israelis, Palestinians, Americans, and humanity in general.
